]init[, in partnership with Bechtle, has been awarded a contract for Thuringia’s e-government framework agreement

Together with Bechtle GmbH as the general contractor, ]init[ is supporting the Free State of Thuringia in implementing its digital strategy. All three lots of the “E-Government Services Framework Agreement” have been awarded to the consortium for a period of four years.

With the Smart State Strategy adopted in December 2025, the Free State of Thuringia has set a clear goal: by 2028, digital services are to significantly simplify interactions with government agencies. The E-Government Service Framework Agreement provides the operational tools for this. Through it, all ministries of the Free State can access targeted digitalization services – and implement their projects with experienced partners in administrative digitalization. ]init[, as part of a consortium led by Bechtle GmbH, was awarded all three lots and will support the Free State on key projects over the next four years.

This contract award is a strong testament to the capabilities of our established partner network – and provides the best foundation for the next four years, during which we intend to work together to make significant strides in the digital transformation of public administration and citizen services in Thuringia.

Three phases, one goal: digitalization at every level

The framework agreement covers the entire spectrum of administrative digitization – including tasks related to the IT Planning Council. The services include consulting, development, implementation, management, support, and further development of digital information and communication solutions for the Thuringian state administration.

  • Lot 1 – External e-government focuses on digital interaction between government agencies and citizens.
  • Lot 2 – Internal e-government focuses on the internal digitization of administrative processes and structures.
  • Lot 3 – Strategic E-Government covers the overarching level: IT strategies, the IT Planning Council, implementation of legal frameworks, and the digitization of policy and administration.

Our specific tasks range from modernizing registries to rolling out OZG services across the region using the FIM methodology, and to the use of artificial intelligence in administrative processes. In addition, we undertake projects in the public health service (ÖGD) and the integration of external systems with state administration.
