A special fund of 500 billion euros for infrastructure and climate neutrality is available to fuel an investment drive in the country’s future. At the same time, the investment backlog in local municipalities is growing to over 215 billion euros. One reason for this is the protracted planning approval and permitting processes.

On paper, a lot is happening: the Germany Pact for Accelerating Planning, the federal and state modernization agenda, and the Future Infrastructure Act. In practice, however, these initiatives face a reality that slows down procedures: 570,000 unfilled positions in the public sector and processes whose complexity makes them unlikely to speed up unless they are consistently supported by digital tools. The solution lies in comprehensive digitalization that translates resources and measures into action.
