A platform for 4 million applications

Low-Code in Practice: Working within very short iteration cycles, ]init[ first developed an application process and then a business process for the federal government’s bridge aid program using the Pega low-code platform. Hundreds of thousands of companies submitted their applications for short-term aid payments through the system ultimately more than 4 million. Automated queries to third-party systems comprehensively verified the applications and helped prevent fraud. Because the platform was designed to be reusable from the outset, subsequent aid programs could be built on top of it. Each new program only had to map its own specific business requirements.

Recognition of Foreign Professional Qualifications

]init[ also relies on Pega as its platform for skilled worker immigration to Germany. Foreign professional qualifications and college degrees can be submitted and verified digitally, rather than having to copy documents and send them by mail. Applicants receive confirmation via the same digital channel as to which German degree their qualification corresponds to. The platform now hosts three applications with high usage volumes.

Reusable components instead of one-off solutions

The value of a low-code platform lies not in individual processes, but in reusable components: a form module, an interface to a registry, an automated (preliminary) check. Every new project draws on these components, reducing the effort required per process. Many government agencies are currently exploring whether AI could be an alternative. In fact, the two technologies complement each other: Low-code introduces AI into organizations in a controlled manner – for example, for prototyping with Pega Blueprint, for AI-assisted development via Vibe Coding, and for the secure execution of AI agents within the context of a defined process.

These platforms offer proven methods and guidelines for AI deployment. This effectively mitigates risks such as hallucinations or unauthorized decisions that deviate from documented processes. The agents support administrative tasks; they do not take them over. At the same time, low-code platforms also enable AI-assisted development (“Vibe Coding”), for example to support process design, the implementation of prototypes, and the development of new features in existing applications.

Why should government agencies rely on a platform rather than individual solutions?

Because individual processes remain isolated after digitization, and the next implementation starts from scratch again. A platform makes form modules, validation rules, and interfaces reusable, so that every subsequent process can be implemented more quickly.

How quickly can a process be digitized using low-code?

That depends on the scope. For the federal government’s bridging aid program, the application was developed in just a few weeks using Pega, and the specialized process went live shortly thereafter.
