The corona pandemic poses a variety of challenges for working parents. Many can no longer work at all or only partially due to the closure of daycare centers and schools. The German Bundestag therefore passed an extension of the Infection Protection Act on 31 March 2020. According to this, about 1.3 million employees and self-employed persons are entitled to compensation for loss of earnings due to childcare. The predicted volume of financial aid is around three billion euros.
The one-for-all principle is applied here. A uniform nationwide application system with linked specialist procedures enables fast financial compensation. Our task: The central operation of the applications for all participating federal states.
Quick help according to the one for all principle
In order to provide support to the entitled persons as quickly and easily as possible, eleven federal states and the federal government have launched the online application process in a joint digitalization project. In this project, ]init[ was responsible for setting up the infrastructure for the process platform, which was put into operation just four weeks after the enactment of the law.
The platform offers four online applications, which those entitled to apply can access via an information website with a waiting queue function. The system is completed by a specialized procedure that enables the responsible authorities in the federal states to process the digitally received applications quickly and efficiently. The application system and specialist procedures were developed and provided by the state of North Rhine-Westphalia as part of an OZG express service in parallel with the development of the operational infrastructure.
Challenging times require a courageous approach. We are pleased that ]init[ AG has taken up the challenge of building up a process platform within the shortest possible time and has completely kept this promise.
Secure architecture and flexible scaling
The operating architecture takes into account both the expected high access rates and the requirements for IT security and data protection. The platform is therefore operated in the BSI-certified data center of ]init[ distributed over various security and service zones. A total of around ninety server systems are used, which can be further scaled up at short notice. New versions of the software are regularly put into production by the ]init[ operating team in very short release cycles.
In addition to the operation of the entire infrastructure and the IT security and data protection concept, ]init[ supports the responsible authorities of the federal states with a support team in the use of the specialist procedures.
The project team at ]init[ involved about fifty employees in the creation of the various concepts, the development of the website, the construction of the platform and the associated service desk. They have jointly set themselves the goal of making the platform available in record time, in order to make a personal and team contribution in the difficult times of the Corona pandemic for people and companies.
We would like to thank ]init[ and the other partners of the project for their dedicated commitment and the excellent result. Apart from the concrete benefit for those entitled to apply, the project also shows that joint solutions of the federal states in cooperation with the federal government can be implemented much faster, more effectively and more cost-effectively than if each state were to do it on their own. The implementation of further digital administrative services should therefore be based on the "one for all" principle.
