From Political Goals to Digital Implementation: Modernization of Government and Administration
Registry modernization, EUDI Wallet, Germany Stack: The digitization of public administration requires partners who can translate policy goals into forward-looking systems. We bring our close ties to the public sector, technical expertise, and end-to-end project responsibility to the table.
With the establishment of the Federal Ministry for Digital Affairs and State Modernization in May 2025 and the modernization agendas of the federal government and the states that followed that fall, the political framework for a structural modernization of the public administration was created. At the same time, given the global situation, pressure is mounting to achieve greater digital sovereignty. At ]init[, we are familiar with the ideas and plans of decision-makers not only in theory but also through ongoing projects at the federal and state levels. We use this knowledge to implement complex modernization projects from a single source—from consulting to operations.
Seven Areas of Action for the Digital Government of Tomorrow
Registry Modernization
When government agencies exchange data with one another instead of retrieving it anew with every application, it fundamentally changes interactions with the government. The National Once-Only Technical System (NOOTS), the IDA process, and the “Registry-as-a-Service” concept provide the technical foundation for this.
We are familiar with all aspects of this initiative: NOOTS architecture, registry integration, IDA procedures, upgrading existing registries, and the data protection dashboard. As a project partner, we also played a key role in the first live integration of a service with NOOTS.
EUDI-Wallet
The European Digital Identity Wallet (EUDI-Wallet) enables EU citizens to securely store, manage, and present electronic identity data and other credentials to service providers. It provides uniform and secure access to administrative services via smartphone.
Public agencies, just like private organizations, can draw on our expertise and specialized knowledge to facilitate their entry into the EUDI ecosystem.
State Modernization and the Reduction of Bureaucracy
Bureaucracy often arises when laws are conceived in an analog manner and merely replicated in the digital realm. Centralized initiatives and services aimed at reducing bureaucracy help digital ministries eliminate or streamline unnecessary forms, requirements, and procedures. The result: greater efficiency for government and society.

D-Stack
The Germany Stack (D-Stack) is designed to provide shared infrastructure components for all levels of government: standardized, interoperable, and operated independently. We consistently incorporate the D-Stack into our projects, whether in the architecture of new platforms, the standardization of interfaces, or integration into existing systems.
Digital Sovereignty
Digital sovereignty means that an organization can operate independently, autonomously, and securely in the digital space while avoiding uncontrollable dependencies on individual providers or foreign legal systems. ]init[ supports public agencies in this process with in-depth expertise—from assessing the current situation to selecting the right framework and developing customized measurement tools, all the way through to long-term management and continuous monitoring.
Artificial Intelligence
With our Generative AI and AI Consulting portfolio offerings, we support our clients throughout the entire value chain: from strategic consulting through design and development to the operation of AI solutions.
- Generative AI: Technical design and architecture, custom development of AI solutions, deployment and customization of the ]init[ AI Platform, and AI/DevOps for reliable operation
- AI Consulting: AI strategy development, identification of use cases, technology consulting, AI compliance (including the EU AI Act), change management and training, as well as AI audits and quality assurance
The application scenarios range from chatbots and translation assistants for citizens to automated document analysis, decision-support systems, and help desk solutions for government employees.
“One for All” (EfA)
The EfA approach was established as part of the OZG implementation to digitize federal services through a division of labor: One state develops and operates the online service for a specific administrative service, and all others adopt it.
We support the rollout and integration into existing specialized systems at the state and local levels; we understand the challenges involved in the rollout, and we help decision-makers find the right solutions.
